The Times view on rail ticket price rises: Not Fare

Rail passengers face paying almost 5 per cent more for their season tickets next year

A sharp increase in rail fares deters commuters and rewards poor service

Although inflation as measured by the consumer price index (CPI) fell from 2.5 per cent in June to 2 per cent in July, this moderation will provide scant comfort to the country’s rail travellers when they fork out for new season tickets in January. That’s because it is July’s retail price index, the not the CPI, that is traditionally used to calculate the following year’s ticket increases. The RPI, acknowledged as not providing a fair indication of inflation to consumers, last month rose by 3.8 per cent. The fare hike in 2022, if based on RPI plus 1 per cent, which was the formula used to set this year’s increase, could thus be almost 5 per cent.
